ABSTRAK
Pembangunan subsektor peternakan sampai saat ini tetap mempunyai peranan yang penting bagi kelangsungan pembangunan secara keseluruhan, baik untuk meningkatkan gizi masyarakat maupun untuk memperluas lapangan kerja disektor pertanian. Peningkatan produksi ternak yang sudah baik harus diikuti dengan penerapan teknologi pascapanen hasil yang tepat guna, hal ini perlu dilakukan untuk meningkatkan nilai tambah komoditi hasil ternak, maupun dalam rangka meningkatkan pertumbuhan agroindustri terutama di daerah pedesaan. Sampai saat ini produksi hasil ternak terutama susu dirasakan pemanfaatannya belum optimal oleh karena sifatnya mudah rusak, beragamnya mutu produk, keamanannya belum terjamin, belum diterapkannya HACCP, kurang berdaya gunanya cara-cara penanganan dan pengolahan, serta lemahnya sistem pemasaran. Untuk itu diperlukan strategi, kebijakan dan program teknologi pascapanen dan penerapan HACCP dalam peningkatan mutu dan keamanan pangan susu sejak ditingkat produsen, perantara/pengumpul, koperasi, IPS selanjutnya sampai konsumen secara terarah dan berke sinambungan.

STRATEGY, POLICY AND TECHNOLOGICAL PROGRAM OF POSTHARVEST AND APPLYING OF HAZARD ANALYSIS CRITICAL CONTROL POINT (HACCP) IN IMPROVE MENT OF QUALITY AND FRESH SECURITY FOOD MILK
Abstract. The development of husbandry subsector until now still have remain to an important role which necessary for the continuity of development as a whole, good to improving society nutrition and to extend agricultural sector employment. Product increase of livestock which have good achievement have to be follow with the adjusment of technology of correct result postharvest for, this matter require has to be conducted to improve commodity added value result of livestock, and for the agenda of improving growth of agroindustries especially in rural area. Untill now the produce result of livestock especially milk has not becaming yet optimal because of its character that easy to damage, immeasurable of it product quality, security of not yet well guaranted, not yet been applied of HACCP, less utilizable of way oves processing and handling, and also weaken marketing system. Its necessary a strategy, technological program and policy of postharvest and applying of HACCP in improvement of milk food security and quality since level mounted by producer, compiler, co-operation, IPS herein after until consumer directionally.
